He disclosed this on Saturday, November 14, at the Lagos Judicial Panel of Enquiry and Restitution for Victims of the controversial disbanded SARS related abuses and other matters.
Brigadier General Taiwo also showed video footage of hoodlums carting away arms and ammunition at the Orile Iganmu Police station, Ijora, which was burnt by same hoodlums.
He said that no soldier or other security agents would watch people being killed and properties destroyed.
According to him, this was the situation before Governor Sanwo-Olu imposed a 24-hours curfew and pleaded with the military to wade in.
He further applauded Governor Sanwo-Olu good decision to invite the Army when violence erupted on the said day.
Meanwhile, the Nigerian Army has severally in its statements denied killing or shooting at #EndSARS protesters at the Lekki Toll Gate on October 20.
It had promised to show video footages capturing its activities at the Toll Gate on Tuesday night, October 20.
